The problem
National digital programmes usually fail in the same way. Individual agencies modernise successfully and independently. Each produces a working system with its own identity model, its own data assumptions, and its own definition of a citizen.
What emerges is a country of good systems that cannot work together. The citizen is the integration layer, carrying documents between institutions that each hold part of the answer. Every additional service makes the fragmentation more expensive to undo.
The hard part of national-scale technology is not building the services. It is designing the connections between them before they are built.
What we have developed
An integrated framework, not a product proposal
The work sets out how trusted identity, secure integration, payments, commerce, and public-service journeys can be designed to connect as a coherent whole.
Institutional authority preserved
The framework assumes government institutions, regulators, financial institutions, and local partners retain their authority. It is designed to connect them, not to sit above them.
Governed AI where it is appropriate
AI assistance in public services is treated as something that must operate inside defined boundaries with human oversight, consistent with our work on preventive governance.

Sovereignty is not a technical detail
National systems belong to the nations that operate them. A framework that treats sovereignty as an implementation concern has already failed.
Local capability, not dependency
Modernisation that leaves a country dependent on a single external provider has replaced one problem with a more expensive one.
Accurate about status
This is a framework prepared for discussion. NOVA holds no contract, partnership, or appointment with any public institution, and does not describe itself as holding one.
Why it matters
Countries modernising now are making decisions that will constrain them for decades. Identity models, integration patterns, and payment interoperability are close to permanent once services are built on top of them.
Getting the connections right early is far cheaper than retrofitting them later. That is the entire argument for doing this design work before implementation, and for discussing it with the institutions that would have to live with the result.
